Today's update for Jessie brought me a shiny new VICE.
I cannot tell if it was VICE or an Xorg update. But now VICE can run in
true full screen again.
Plus there seems to be a new function to capture the mouse pointer. Not
sure if this is meant for a Commodore mouse device emulation. But at
least the system-pointer is hidden when it's activated.

You should thank Laszlo Boszormenyi instead, as he is the current
packages of VICE in Debian:

He is trying his best to make VICE happen in Debian. I know, as I had
contact with him more than once trying to eliminate problems on Debian
while I was still with VICE.
The VICE team does not try in any way to make VICE happen on Debian
(which is not a bad thing per se, but you should know whom you have to
thank.)

I didn't knew that. I suspected that those porting VICE to various Linux
distributions would be part of the VICE team. I even thought VICE is
developed on Linux and then ported to Windows, Mac and other ports.
The Wikipedia articles about VICE doesn't say much about this.

No one is porting VICE to the Linux distributions. VICE compiles
out-of-the-box on (most?) Linux distributions.
However, packaging VICE in order for people not having to compile VICE
themselves (which can be a pain if you do not know about the options and
what exactly you need), and adjusting to the distributions specific
attributes has to be done by others. Traditionally, these are not part
of the development team. In this case, it is Laszlo.

That's right. However, developers seldom use pre-packaged binaries, as
they would not be able to make their own modifications. ;) (No, just
kidding)

That's absolutely normal and most probably the reason why noone mentions
this in Wikipedia or somewhere else. In most cases, the people who make
sure a program is part of a distribution are part of the distribution,
not part of the program team (which is called "upstream" in many cases).
In some cases, the people might be the same, but this is the exception.

I just got the Jessie release. That's why I started this thread. :-)

Failing that, you can always add the testing or even Sid branch, but only
install certain packages (like VICE here) from those. Something like
apt-get install -t jessie-backports vice
(not tested!) might work, after adding the appropriate line to the
sources.list file.
