If the Death Stars was not protected by the shield the good guys would have
known it was operational.  The Emperor wanted to trap them, and keeping the
shield up was jut another little detail to make sure they were fooled.  
Besides, they didn't seem in a hurry to go anywhere, why go off chasing the
rebels when you can just sit and wait for them to show up, and the shield was 
no more than a pain in the neck. It didn't prevent the Death Star from 
operating normally.
