Correct me if I'm wrong, but I don't think that in "Is There in Truth No
Beauty?" the Enterprise went through the energy barrier at the rim of
the galaxy (or whatever). They weren't too clear in that episode as to
where they were, but I think they said they went into some sort of space-time
continuum. Recall that they needed help from the ambassador to get themselves
out of there. If they were just in the energy barrier, they could have
gotten out themselves, like they did the other two times.

You're wrong. The reason they needed the ambassador's help, which was
stated quite clearly in the episode, was because they didn't have that
area of the galaxy charted, so they didn't know their way around. It is
equivalent to dumping a blind man (who can't navigate using the stars)
in the middle of the desert and expecting him to find his way home. The
Medusans have a better sense of direction, and can tell where they are
without needing to know the area.

As to why they were able to get out by themselves the other times: in
WNMHGB they could just reverse the way that they came, or even keep
track of their relationship with the known parts of the galaxy so that
they could get back more efficiently; I don't remember the exact details
of "By Any Other Name", but I think the Andromedans helped them back.
In ITITNB, a madman got them into the situation, and, as they said
"it'll take a madman to get [them] out."
