What OS is the Xbox running, suppose some Windows? Are you free to
install programs? Then all Windows C64 emulators, like VICE, already

Yes and no... The Xbox One is running Windows 10, albeit a modified version of Windows 10 that only allows for downloads of apps from the Store. And, as far as I can tell, there are no C64 emulators -- not even VICE -- in the Store.
