To help pathalias understand the existance of the Internet, we could
put entries of the form:

internet	(HOURLY)
or
internet	cs.utexas.edu(DEDICATED)

in our public map entries.  Using the pseudo-name "internet" we
could each define a cost of getting mail from the internet.  Then
we could each define our local Internet gateway in our own local
paths file via:

my.local.gateway = internet

This would give each administrator control over his declared affiliation
with the Internet.  He could put any cost that he deems fit, just as
he does with his present uucp map entry.  He could could to put his
site as a terminal site or non-terminal site.

This avoids the problems of trying to determine which uucp sites are
actually on the Internet or are MX sites.  It more closely resembles
the procedure used for the current uucp maps, which has been reasonably
successful.
