I think Kipling wrote few stories that were strictly science-fiction (as distinct from fantasy, or tall tales about sea monsters), but those I have read: "With the Night Mail" and "As Easy as ABC" are first rate. "With the Night Mail" could have been written by Heinlein. Kipling's reputation suffered because his Tory political opinions (and imperialism) seemed un-trendy to the opinion-makers of the 1920's and 1930's.
