Perhaps the real questions are neither censorship nor phone bills but whether
a company (The SOLUTION) has the right to sell access to a service such as
USENET in the first place.  Their advertising is directed at anyone (with
money) that wishes access to pay for access to the information on USENET.
In essence, The SOLUTION is re-selling YOUR ideas, opinions and contributed
software WITHOUT YOUR PERMISSION, let alone any royalty on its resale.
