I'll resist the temptation to make a public ad hominem (ad feminam ?) 
attack on the promulgator [who should have signed her name, by the way]
of the "practical point of view" that women should *not* ask men out.  
I'm sure that someone will do the dirty work for me sometime soon.

There are numerous reasons why it can be practical for a woman
to ask a man out.  

The man may be uncertain of the woman's interest
to a sufficient degree that he may not ever ask the woman out.
Many men are supposedly poor at deciphering a woman's "subtle" signals,
which may be "nonexistent" as far as they can determine.

The woman may draw a crowd, and the man may fear he can't compete
with the masses of men already lavishing their attention on the woman.

The man may be really super, but also super shy;
he might be unwilling to ask out any woman without extreme provocation.

The man might be temporarily and uncharacteristically unaggressive,
as the result of the recent termination of a prior relationship.

What's wrong with giving the guy a little positive reinforcement ?
