It seems dubious that this would have cut down on casualties at something like the San Ysidro massacre. In any case, one might argue that even one casualty in such a situation is too much. My question, though, is: What about armed guards in the manner they are found in Mexico, around shopping malls, outdoor restaurants, etc., in some cities? I haven't spent enough time in Mexico to have a feeling for how effective they are at preventing robberies, etc. Unfortunately, I also seem to recall a number of people being gunned down in a Mexico City restaurant a while back.
