How recent is your 4.2 tape?  Early versions of ifconfig had a bug
that clobbered the flags word if you attempted to set more than one
thing at a time.  If this is the problem, just set each option with
a different ifconfig, i.e.,
  /etc/ifconfig il0 `hostname` 
  /etc/ifconfig il0 up
  /etc/ifconfig il0 -trailers
  /etc/ifconfig il0 arp

The current version of ifconfig is 4.8.  The problem was fixed in 
version 4.6, Nov. 7, '83.
