But would it in fact have been "illegal"?  He didn't enter Federation space
from the neutral zone, he was already in Federation territory.

Just the book, and it was Admiral Nogura.  In the film, all that was said was
Uhura reporting an "interrogative from Starfleet" about casualties and ship's
status.  They report Ilia and Decker as "missing" and ship's status as "fully
operational".  Scott agrees it's time for a proper shakedown and tells Spock
that he can be back on Vulcan in a matter of days.  Spock indicates that this
is unnecessary and Kirk decides to go "that a way".  The human adventure is
just beginning.
