In Maryland it is not required for a builder to honor any other warranty
on a new home except the 1 year manufacturing defect warranty that was
enacted into law decades ago.

Here many of the 'better' builders and lots of the others do the Home
Owner's Warranty program, in fact, you see the HOW symbol in lots of
real estate advertising here, its a big selling point...
