You are quite correct. Ypu have a double problem in fact:
	1. Different number of lines per screen, scan rates, encoding etc
	2. Different mains power delivery.

The solution is very expensive - you can buy commercial VCR machines
which comply with a range of standards.  They are big, high quality,
and only really of interest to companies exchanging numbers of tapes.
