My experience was similar, but not identical.  After getting zapped by 
the bug, if I fired up the saved game and did an inventory as my 
first move, I got several (i.e. more than the normal 1) moves before
the game saved itself again.  After I discovered that my escape was
only temporary, I quit, so I can't say whether it would have been
permanent if I had gone down some stairs.  It wouldn't surprise me
if it were true, though -- someone else suggested only saving games
when you're sitting on the stairs and then going down them as the
first move of the restored game as a method for avoiding the bug
altogether.
