Actually, in California the extra money for the
plates is supposed to help pay for State parks (or something like that)
are are somewhat officially called envirnomental plates.  Mine
say "kds gsp" which seems to generate some incredulous chuckles
for a class of current and former Purdue people (are you out there,
kt?)
