I think most places want ID they can trace.  I don't know if it is
legal for stores to trace driver's licences, I doubt it is easy to
trace passport numbers.

I personally wouldn't mind a better national form of ID.  I recently
had to give in and get a Visa card, because it seems nobody will cash checks
unless you have a credit card they accept.
