There is an RFC out for the Reliable Datagram Protocol (RDP), and the RFC
may be obtained from the Network Information Center at SRI.  I've had an
implementation for the VAX (4.2BSD) running since July 4th.  We're still
performing experiments with it to measure throughput and machine loading,
but so far it compares very favourably with TCP.
