The Division of Ministry, Personnel (sp?) and Education (MP&E) produced a report on the subject, to be discussed at the recent general council. The report recommended that "sexual orientation in itself should not be a condition for ordination", ie. it shouldn't matter. At the general council, a resolution was put forward which stated the same conclusion, though perhaps somewhat more forcefully. This resolution was not passed. However, the council made it clear that this did *not* mean that sexual orientation *should* be a condition; only that the Church was not ready for such a strong move. The entire MP&E report is reprinted in one of the spring issues (I'm not sure which) of the United Church Observer, the church's national monthly magazine. If you're interested, it's well worth reading. If you can't find it in a library, try a university religious studies department.
