I don't think the number of payloads is classified. When I was a programmer in the USAF working at the SDC, a friend and I once put the coordinates of his garage roof into the Look Angle computation program. Out came look angles for all the satellites (the unclassified ones, of course) oriented to his garage. That night we set up a small telescope up there and were able to find most of the ones we had listed quite easily.
