Their "complete" index is not, and is even wrong! The organization of the manual is less than consistent, and so on and so on. Thus I can see why Charles Brown could not find out how to globally bind a variable. This net category is used for communication between EMACS users and helping newcomers figure out how to use it is one of it's functions. Perhaps instead politely insulting him, you could explain the usefulness of ESC-?, and execute-mlisp-buffer. Remember, this net has been built by us to help us, so let's use it that way.
