Answer: Yes, it is.

That is nice. While Ingres is public domain, there is no requirement
that anyone give you a copy. In fact we (the Ingres project) do NOT
distribute Ingres. The only way you can get a copy from the University
is to show proof of a UNIX source liscence, and then to buy the 4.2
release. However, if you can find a friend with a copy, you will be
breaking NO laws if he/she/it gives you a tape...
