The correct reference is, I believe (but could easily be wrong) a
short story by Robert A. Heinlein.  I don't remember the title of
the story, but the plot was, in fact, slightly different.  The only
part of the test was the hypnotic accident, the protagonist was a
16-year-old male trying to get his driver's licence, and I think
he asked the instructor if he could have his licence, rather than
being asked if he still wanted it (better dramatic effect...)
