We've only received one message on mod.ber, and it wasn't a summary of
a newsgroup (I don't remember for sure what it was, might have been about
some type of adventure game).  Since we have 'mod' in our sys file, and
the log file doesn't make mention of any 'mod.ber' messages coming through,
it looks as though somebody above us is not forwarding 'mod' messages.

I'm not sure of the best way to get this fixed, other than to ask
that everyone (!) put 'mod' in their sys files.

Is this a reasonable request, or do we just lose out?
