WHile you may THINK you have the right to be where ever you
want to be if you are driving at the legal limit,
I have personal experience to the contrary. On the Garden State
Parkway (the toll road in NJ) I saw someone who was driving
in the left lane at night, at the legal limit, get pulled over
by a trooper, for not "keeping to the right, except to pass."

This person had not yielded to someone who had approached from the
rear and flashed their high-beams. We were in a pack of cars, with
this person blocking the left lane. (the trooper was back in the pack
in an unmarked car, but that's another story!).

If you want to drive at the limit, at least keep to the right
when possible and let the speeders through!!!
