Just as a note of some interest:

	In Israel, seatbelts are optional until you hit the highway.  When
driving on a highway, they are mandatory.  I belt up before I turn the
ignition key, so it always surprised me when driving with friends that they
would unbuckle as soon as we entered the city.  An act of defiance, perhaps,
but I go for safety.  (I was in an accident two years ago on an icy road
where the seat belt/shoulder harness saved me from a possible concussion. The
structural components of the VW Rabbit helped a lot too.)
