As a suggestion, the only problem this could be is the
power is not up.  Check the fuse with a meter.  If the
fuse is OK, then check the transformer for output.  If
both of those are OK, then the power supply is at fault.
This could be a bad regulator or a short on the supply
output somewhere.

P.S.  I hope you have also checked the outlet that the
C64 is plugged into.  My past experience tells me, this
problem is probably a bad fuse.  I blew a fuse with a bad
cartridge.  Keep smiling and hang in there. :~}
