On the Garden State Parkway (the toll road in NJ) I saw someone who was driving in the left lane at night, at the legal limit, get pulled over by a trooper, for not "keeping to the right, except to pass." This person had not yielded to someone who had approached from the rear and flashed their high-beams. We were in a pack of cars, with this person blocking the left lane. (the trooper was back in the pack in an unmarked car, but that's another story!).
