There has definitely been a lot of inhibition about people touching
each other in public in much of the UK, and this has perhaps come
over to parts of Canada in particular.  I recall my parents in law
commenting a few years ago when visiting here from England that they
wouldn't have believed how much people touched and hugged if they 
hadn't seen it here.   And yes S. Europe is generally thought to
be not too inhibited about touching.   These comments are not
specifically in relation to singles--culture wide.  I have no
comments re the US.
