This is going to net.followup as I see no reason to put it in bugs.uucp.

There is an internationally agreed convention for abbreviating country names.
May I suggest that would be appropriate for domain naming. The sub-domains
in a large country can then be based on whatever local conventions prevail.

For example the United States is USA (surprise?), so
USA?IL?site   could stand for some site in IL, while for most European
countries there would be no need for subdomains, thus
NL?haring!teus might be a valid address

The ? above is intended to stand for anything finally agreed on.
