If she rows away from the center and tries to keep the center of the lake
between her and the axe then she will never reach shore. She can do it
while she is close to the center but when she reaches 1/4 of the way 
between the center and the shore then all of her speed will be needed just
to keep the center between her and the axe. She would stay rowwing in that 
orbit forever.

But if she can reach that condition then she merely has to make a beeline
for the shore at its closest point. She is only 3/4 of a radius from it
while the Axe would be 3.14 * radius from it. She would arrive there first.
