I am short also and have the same problems with seatbelts hitting
my throat. The solution for me was to buy a pillow about 3" thick and
sit on it. Not only did this solve the seatbelt problems, it gave
me much better visiblity. 
I am also buying a "blow-up" plllow to take on trips just for driving
rental cars. 
Sigh...the problems of being short..
