Very briefly, Batman left the JLA because he wished them
to help him rescue a friend in a foreign dictatorship. They refused,
not wishing to get involved in the political aspects of the case.
Batman walked out, and decided to try on his own. While there,
he meets the individuals who become the Outsiders.

P.S. Obviously the real reason was that Batman did not mesh well
with the plots for the JLA, and so the writers decided to extricate
him from the group, at least for awhile.

P.P.S. I have not been terribly impressed with the Outsiders so
far.
