A story from the 20th season of Dr. Who makes me believe that the
unknown faces seen in the mind-bending contest were Morbius' early
incarnations and NOT the Doctor's. In "Mawdryn Undead", the Doctor is
confronted with the possibility of losing his "8 remaining regenerations"
(Davison being the 4th regeneration) to save 8 men from living forever
(hence "Mawdryn UNDEAD"). It is a well known fact that the Doctor is
allowed 12 regenerations (i.e., 13 separate incarnations).
The only way I can see that the faces could be the Doctor's is if
he were granted some extra regenerations we don't know about.
