As John Hobson stated, the Japanese declaration of war was
supposed to arrive just minutes before the attack.  This could
only have been conceived as a bizarre courtesy gesture, since
the Japanese did not believe in formal declarations of war.  This
should have been well known by the American State Department,
at least to anyone who studied the Russo-Japanese War of 1904.

But just as the US assumed that a failure to declare war before
actually engaging in battle constituted a dastardly sneak attack,
Japan seemed to assume that delivering such a declaration before
attacking, no matter how soon before, would make the attack somehow
legitimate in American eyes.
