I can think of one personal hardship that I REFUSE to suffer for anyone
(including the United States) which is being shot at. Politicians & other
such criminals get shot at frequently. I imagine that other people feel
similarly. Thus I think that any plan of random gov't service would
fail utterly, except for the fools we now have in office, who would
no doubt be reselected by virtue of everyone else having some great
personal hardship. No sane person likes to rule, thus are we ruled by
insane men & women.

Actually, a computer network based mobocracy might not be too bad.
Anyone read Joan Vinge's `Heaven Belt' story?
