Here at the University of Maryland the undergraduates and some 
the administration have been looking into requiring an oral exam
in English for non-native English speaking Teaching assistants.

Here at the University of Oklahoma, foreign TA's take the TOEFL (in
fact, all foreign students do, I think) but I think that's about it.
(Somebody correct me if I'm wrong.)

With the problems getting ANY TA's, though, I don't know if they can
afford to be selective. TA's here are paid around $530/month, are expected
to teach six hours and carry at least six hours, and don't get a tuition
waiver of any kind.

(My complaint was that graduate students aren't let into the Chemistry
and Mathematics libraries in the evenings or weekends. Try to do homework
with that restriction!)
