Batman quit the JLA over a dispute about whether they should interfere
in the internal political workings of a rather obscure European country.
The leader of said country, who had usurped control from Tara and Bryon
Markov's brother (name please?), kidnapped Lucius Fox (among others),
and Bats wanted the JLA to help rescue him.  I believe the US or UN had
forbidden interference from the "allied powers" and/or the JLA.
 
Batman went there anyway, and ran into the people who would become the
Outsiders, all there for similar reasons--see BATO 1-2.

Part of the reason for Bats leaving the JLA was that he is essentially
a loner, but then one wonders why he formed his own group. Perhaps he 
just enjoys being in charge; and without Robin to kick around anymore...
