I beg to differ with you Harlan, but in 1974, stupidity, forgetfulness,
and rudeness became Federal crimes. I cite United States Code, Title 32,
Section 2003.23:

2003.23 Social Inadequacies - Felony.
It shall be a class A felony for a person to be stupid,
forgetful, or rude, as defined by the Statute of Social Order (article 102,
general definitions) interpreted by Miss Mannors. Persons found guilty of
stupidity, forgetfulness, or rudeness, shall be required to drive 40 mph on
federal highways, without highbeam lamps, a radio, or other persons in the
motor vehicle (see motor vehicle code and net.flame for addition comments.)

Currently, there is a bill in Congress that would make silliness a crime.
