I doubt it.  I imagine the main result would be a slight INCREASE in
taxes, because of all the additional trouble the IRS folks would have
to go to to get people to pay the taxes which they had already spent
up!

Of course, the loan industry should favor this proposal -- think of all
the money to be made making special April Fool's Day loans at usurious
rates to poor planners who have no other way of coming up with the
dough on time.
