But isn't this (guiltly vs. responsible) sort of thing encouraged
by "innocent until proven guilty?"  I think people grow up thinking
"I can do anything as long as I don't get caught" instead of "If
I'm arrested for something I didn't do, at least I won't be considered
guilty without considerable proof." I prefer to keep the innocent
system, but then we have to fall back on education of everyone
in law, respect, ....
