a report by the President to the Congress about the condition of the United
States.  It is NOT supposed to be a campaign speech, a press conference, an
address to the nation.  Were I Ronald's (or most past Presidents', for that
matter) professor, I would surely downgrade his submission for straying
from the assigned topic.  What I would like to see is a presentation of
facts (remember them?), and more importantly, figures prepared by the
various executive Departments, over the past 20 years, highlighting any
significant changes from last report.
