Are there existing standards on representing Hebrew?
Specifically:
	ASCII/EBDCIC -> Hebrew
	Shift-In Shift-Out Convention
	Recognized Latinization (teletex)
	English spelling convention
A simple phonetic equivalence is not enough because the meaning
of a word is dependent upon the spelling of the root.
