I don't know about New Jersey, but at least in California you can be
cited for obstructing the flow of traffic at *any* speed.  If traffic
is moving 60-65 and someone decides to sit in the left lane at 55,
forcing traffic into the lane to the right, guess who the CHP is going
to cite?  And I've seen it happen myself, on interstate 5.

By the way, most of the folks who've been posting flames haven't been
stating just what type of road they are talking about: is it an urban
freeway (expressway for you easterners), a 4-lane interstate in the
country, a two lane highway, a residential cul-de-sac?  Behavior
suitable for one may not be for another...
