This analogy is false.  The presumption of the law is that driving is a
privilege, not a right; however, there is no presumption that voting is a
duty in the U.S..  Other countries do impose a penalty for not voting, but
the U.S. does not.  So "voting is a duty" is a statement of personal opinion,
while "driving is a privilege" is a statement of fact about the law.
