He does make a very important point. The fact is that we (the United States) are not in the nuclear arms race alone. Getting the Soviets to go along with reducing or eliminating nuclear arms is a serious and difficult problem. Speaking for myself, when I consider the problem of getting the Soviet's cooperation, I run into a dead end. What can I do that will effect the Soviet's actions. I don't know! My reaction is to turn to something that I feel that I might have an effect on. That is the US policy. Any serious suggestions on how to deal with the Soviets?
