Walt Pesch points out "It is the tradition for wars to start under
democratic presidents."  This is a well known dig at the democrats,
and I suppose that some could argue that FDR was at least partially
responsible for getting the US into WWII (but would a republican
have acted any differently when Pearl Harbour was attacked?).  

However, it was more or less Woodrow Wilson's bad luck to have been
president when WWI was going on, the North Koreans would have
attacked South Korea just as enthusiastically had Dewey beaten
Truman in 1948, and the first American advisors went into Vietnam
when Eisenhower was in office.

And for the two wars before WWI (Spanish-American War and Civil
War), the republicans were firmly in the White House (McKinley and
Lincoln).  So there.
