I rather suspect that a private road network would be much like
that private electronic network we all know and love --
Usenet/Uucpnet.  The roads would be picaresque but would vary
from place to place and one would not be able to get complete
maps.

It's instructive to compare Uucpnet with one of the public
electronic mail services, MCI mail or Western Union Easylink.
Western Union, at least, makes every effort to insure message
delivery.  Messages are archived on-line for ten days.  There is
a crew of operators on duty who (among other functions) *look*
at the addresses of mis-addressed mail and make an effort to
correct and deliver messages.  It seems unlikely that any
anarchy would do likewise.
