These people should be a large percentage, but not necessarily >50%. These rules would seem to indicate that it is not necessary to ask the entire Usenet community if a new newsgroup should be formed. The people to ask are those who read the newsgroups which contain the current discussion. For example, sice I do not read net.religion how could I possibly know whether net.religion.jewish is needed? These rules would also eliminate newsgroups being formed unless the topic is currently under discussion. If nobody is talking about something then how can anyone be sure that the topic will be discussed if a newsgroup is formed? If you want to talk about something start a discussion in an existing newsgroup! Flames, comments, etc. are welcome.
