My biggest laugh of the State of the Union message was at the
absurdity of our President saying that he just couldn't avoid
record level deficits and then saying that he wanted a
Consitutional amendment requiring a balanced budget. Just
what would he do if there were such an amendment? Most of the
proposed amendments do, in fact, allow Congress to vote an
unbalanced budget if a high enough super-majority can be
assembled. Presumably if such an amendment were in effect we
would simply float continually in 'extraordinary circumstances.'
Reagan's support is clearly hypocritical.
