She can do it while she is close to the center but when she reaches 1/4 of the way between the center and the shore then all of her speed will be needed just to keep the center between her and the axe. She would stay rowwing in that orbit forever. But if she can reach that condition then she merely has to make a beeline for the shore at its closest point.
