Is the change in the violent crime count really of interest?  I would
say "insufficient data."  I believe we need statistics for the past 5
or 6 years to make a conclusion.  The best fit to the violent crime
count might be 1 per year plus-or-minus 1; in this case, the only
conclusion we could draw from a "jump" from 0 to 2 is "no effect."
