I have not done it yet, but I have some ideas on how to use existing
software..
Get Lou Salkind's (salkind@nyu) dcan which interprets dtroff output with
bit maps in rst format to get impress files. 
He also has utilities for converting versatec font bitmaps into rst format.
The versatec fonts come in rotated and unrotated form and there is a program
in thee berkeley distribution called rotate. 
You might use combinations of this software e.g., convert a rotated versatec
font into an rst font. OR you might hack rotate to work on rst fonts.
Let me know how it goes ( you can even give us a copy of whatever you get up
-- that's my consulting fee)
