       On the subject  of  drivers  allowing  others  to  pass,	 A.
       Nguyen's	response to T. Wheeler is revealing:


	     "OK, so tailgating	is stupid, I never argued that!

	     ... All I'm asking	is, what's  so	hard  about  moving
	    over?  Especially  after  the  other  guy  has politely
	    waited his turn behind you ..."

       This is the heart of the	problem.  You both view	the road as
       a queue,	like a line of customers at a supermarket checkout.
       The other driver	won't let  you	pass  because  "cutting	 in
       line" is	socially unacceptable.
